Discovery is the private noun home for owner mutation policy, producer discovery, policy admission, executable evaluation surfaces, selections, resolved mutations, and evaluation directives. It owns their identities, encodings, refusals, and smart-constructor guards. The lowering operation retains every discovered site in producer order while admitting only sites whose owner mapping and entire alternative roster are permitted by the addressed policy. A point-free surface is lawful. Discovery does not own specimen artifact-content identity, evaluation execution, verdict interpretation, or backend behavior. The public muterprater::discover operation remains a narrow road into this private vocabulary rather than publishing a second discovery ontology.
